What did CBP announce?
CBP announced that drawback claims transmitted in ACE are routed directly to the Petroleum, Natural Gas and Minerals Center (PNGM Center) effective April 22, 2026. The drawback program and Drawback Specialists were consolidated under this center on October 6, 2025. Claims are assigned to Team FDK and routed internally to a drawback specialist team based on the first character of the importer of record. Claims, privilege applications, and paper claims filed before April 21, 2026 stay with the office that originally received them.
What is Allied's position?
This message set new internal CBP routing for drawback claims and gave specific email contacts by importer of record letter, which applied from April 22, 2026 onward. We file drawback claims through ACE as required and this change affects how CBP processes them internally, not how we submit them. Clients with open drawback claims or questions about which CBP office now handles their case should ask us to confirm the current routing for their entries.

What does the CBP message say?
On October 6, 2025, the drawback program and Drawback Specialists were consolidated under the Petroleum, Natural Gas and Minerals Center of Excellence and Expertise (PNGM Center). Effective April 22, 2026, drawback claims transmitted in ACE will be routed directly to the Petroleum, Natural Gas, and Minerals Center for more effective and efficient workload processing.
Filers should continue to transmit drawback claims via ACE and in accordance with the CBP and Trade Automated Interface Requirements (CATAIR). Drawback claims will be assigned to Team FDK and routed to the appropriate drawback specialist team internally depending on the first character of the importer of record. Privilege Applications, General Ruling Requests, and Correspondence Trade stakeholders should use the chart and refer to the first character of their account and submit all new requests to that office’s drawback email attribute. Drawback claims, privilege and ruling applications submitted prior to April 21, 2026, will remain at the drawback office location where they were initially filed and will be processed by that office.
Paper Claims Any remaining paper (pre-ACE) claims will remain at the drawback office location where they were initially filed and will be processed by that drawback office. Additional documentation regarding these requests should be sent to the processing drawback office to whom the filers have previously communicated.
