What did CBP announce?
CBP announced an updated PGA Error Code Dictionary on May 28, 2026. The update added new error codes (PHI, PHJ, PHK), revised descriptions for PHF and PHG, and added DEA and FDA program code errors for existing codes. CBP published the full list in a Table of Changes on its website.
What is Allied's position?
This update concerns the technical error codes brokers and filers see when transmitting partner government agency data through ABI. It does not change any duty, classification or entry filing requirement for importers. Clients do not need to act. We refer to the current dictionary when resolving PGA transmission errors on entries we file, and note that CBP issues these updates quarterly so a newer version may now exist.

An updated version of the PGA Error Code Dictionary is available and can be found on CBP.gov here: https://www.cbp.gov/document/guidance/pga-error-messages
The updates and additions include:
• Added new error codes with populated additional fields:
• PHI
• PHJ
• PHK
• Updated descriptions for:
• PHF
• PHG
• Added DEA errors (all error codes already existed) for:
• Program Code “DEA”
• Program Code “MAC”
• Added FDA errors (all error codes already existed) for:
- Program Code “TOB”
