What did CBP announce?
CBP announced an update to the ACE CATAIR Error Dictionary that created a new fatal error, F60D, for agriculture related HTS numbers. The error required a USDA agricultural license type 14 number in the 52 record for entries using listed re export sugar program and dairy rate quota HTS numbers, regardless of entry type. CBP said any entry using these HTS numbers without the license number would be rejected. The change was scheduled to deploy to the CERT and PROD environments on May 30, 2026.
What is Allied's position?
This validation still applies to entries we file that use the listed sugar or dairy HTS numbers. We enter the USDA agricultural license type 14 number in the 52 record on those entries to avoid rejection. Clients importing goods classified under these HTS numbers should confirm they hold a valid license and send us the license number before we file the entry.

What does the CBP message say?
Please be advised that an updated version of the ACE CATAIR Error Dictionary V48 has been posted under Chapters: Current Capabilities section on CBP.gov (https://www.cbp.gov/trade/automated/catair). This update creates a new Fatal validation for Agriculture related HTS numbers to require an Agriculture License. The update includes the following error:
• F60D: LIC/CERT/PERM FOR HTS MISSING
A License Number/ Certificate Number / Permit Number (52-Record) is required for one or more of the HTS numbers cited on the ES line.
A USDA agricultural license type 14 is required to access the re-export sugar program HTS, and the dairy rate quota HTS.
The USDA agricultural license type 14 must be provided for in the 52 record on entries utilizing the re-export sugar program HTS regardless of entry type.

Any entry type utilizing these HTS without providing for the agricultural license type 14 number in the 52 record on their entry line will be rejected.
This update is scheduled to deploy to the CERTIFICATION (CERT) environment and the PRODUCTION (PROD) environment on May 30, 2026.
