What did CBP announce?
CBP announced that on July 16, 2026 it would launch a new 'Inactive for Entry Purposes' status in ACE. The status automatically deactivates importer of record (IOR) accounts that have not filed an entry within 366 days, under 19 CFR 24.5(e). Deactivated IORs cannot transmit ACE Cargo Release or Entry Summary transactions, but the status does not affect other functions such as drawback, ISF filing, bonds, or acting as consignee.
What is Allied's position?
This status took effect on July 16, 2026 and remains in place. Before we file a new entry for a client, we check whether their IOR account is active in ACE, since a lapse of 366 days without a filed entry can trigger deactivation for entry purposes. Clients who have not imported in over a year should tell us so we can confirm their IOR status before we submit entries on their behalf.

What does the CBP message say?
On July 16, 2026, U.S. Customs and Border Protection (CBP) will introduce a new “Inactive for Entry Purposes” status for Importers of Record (IOR) in the Automated Commercial Environment (ACE) Production environment.
This enhancement will enable CBP to automatically deactivate IOR accounts that have not filed an entry within 366 days, in accordance with 19 CFR 24.5(e). IORs with this status will be ineligible to transmit ACE Cargo Release and ACE Entry Summary transactions. This status will not affect non-entry functions for the IOR such as acting as a consignee, filing drawback claims, reconciliations, securing bonds, transmitting Importer Security Filing information, or other ACE business functions.
