What did CBP announce?
CBP announced that on July 18, 2026 it deployed a new validation in ACE for import adjustment offset licenses used against Section 232 duties on automobile and medium and heavy duty vehicle parts. The update added two error codes: one flags a license submitted on a line where chapter 99 duty is not present, and one flags a license with a balance too low to cover the submitted duty. CBP posted the updated ACE CATAIR Error Dictionary V51 on CBP.gov to reflect these changes.
What is Allied's position?
This applies to filers who use import adjustment offset licenses against Section 232 duties on auto parts, not to importers generally. We check that any offset license we submit matches the duty status of the corresponding chapter 99 HTS line and carries enough balance, so entries do not trigger these ACE errors. Clients who import automobile or medium and heavy duty vehicle parts under Section 232 and use offset licenses should ask us to review how their entries are filed.

What does the CBP message say?
On July 18, 2026, 2026, U.S. Customs and Border Protection (CBP) will deploy a new validation in the Automated Commercial Environment (ACE) for import adjustment offsets for Section 232 duties on automobile and medium and heavy-duty vehicle parts.
An updated version of the ACE CATAIR Error Dictionary V51 has been posted under the Supporting Documents: Documentation for Entry Summary Chapters section on CBP.gov (https://www.cbp.gov/trade/automated/catair). This update includes the following errors related to Auto Part Credit Long-Term Solution:
• F866: AUTO LICENSE PRESENT – DUTY NOT ALLOWED An Automobile License for Importer's Additional Declaration Record Type '11' is submitted on a line, yet duty is present on the corresponding auto part ch.99 HTS number.
• F861: AUTO LICENSE INSUFFICIENT BALANCE The submitted Automobile License for Importer's Additional Declaration Record Type '11' has a balance that is not sufficient to cover the submitted auto part duty.
This update is scheduled to deploy to the CERTIFICATION (CERT) environment and the PRODUCTION (PROD) environment on July 18, 2026.
