CBP 宣布了什么？
CBP宣布于2025年12月4日建立《协调关税表更新》(HSU) 2542,内含13项协调关税记录与40项ABI记录。此次更新实施了美韩战略贸易与投资协议的关税要素,延长了与中国相关技术转让行为有关的若干301条款产品排除,并将HTS 2941.10.2000(青霉素G盐类)的FDA关税标记由FD2改为FD1。CBP就韩国协议问题请参阅相关CSMS消息,并就FDA标记及一般HTS问题提供了不同的联系方式。

目前,此次更新变更了影响我们如何为受韩国协议、延长的301条款排除及FDA标记HTS项目所涉货物分类与申报的HTS记录与标记。自2025年12月以来,后续CSMS消息或进一步关税措施可能已改变这些分类或排除规定。若客户的报关项目涉及这些HTS编号,应要求我们审核其目前的分类及任何适用的排除状态。

The Harmonized System Update (HSU) 2542 was created on December 4, 2025. It contains thirteen Harmonized Tariff records and forty ABI records.
HSU 2542 contains the updates pursuant to the United States-Korea Strategic Trade and Investment Deal https://www.federalregister.gov/documents/2025/12/04/2025-21940/implementing-certain-tariff-related-elements-of-the-us-korea-strategic-trade-and-investment-deal , the updates pursuant to the Section 301 Product Exclusion Extensions Notice Federal Register :: Notice of Product Exclusion Extensions: China's Acts, Policies, and Practices Related to Technology Transfer, Intellectual Property, and Innovation (https://www.federalregister.gov/documents/2025/12/01/2025-21671/notice-of-product-exclusion-extensions-chinas-acts-policies-and-practices-related-to-technology) and a HTS flagging change in support of the PGA Message Set. The FDA tariff flag FD2 was changed to FD1 for HTS 2941.10.2000 Penicillin G salts.
