Was hat CBP angekündigt?
CBP gab bekannt, am 21. April 2026 zwei neue ACE-Fehlerprüfungen für Drawback-Anträge eingeführt zu haben. Der Fehler FD12 markiert Anträge nach 1313(a) oder 1313(b) mit einem Datum vor dem 1. November 2025. Der Fehler FD13 markiert Anträge, denen sowohl die Section-232-HTS-Nummer als auch die HTS-Nummer aus Kapitel 1-97 fehlen, oder die mehr beanspruchen, als in der Zeile der Entry Summary verfügbar ist, für Teile von mittelschweren und schweren Nutzfahrzeugen sowie Autoteile aus Südkorea.
Wie schätzt Allied die Mitteilung ein?
Dies betrifft Drawback-Anträge, die wir nach 19 U.S.C. 1313(a) und 1313(b) einreichen und die Section-232-Zölle auf diese Fahrzeug- und Autoteile betreffen. Wir geben sowohl die berechtigte Section-232-HTS-Nummer als auch die HTS-Nummer aus Kapitel 1-97 an und bestätigen Antragsdaten und -beträge, um diese ACE-Fehler zu vermeiden. Kunden, die Drawback-Anträge für diese Produkte einreichen, sollten uns bitten, ihre Anträge anhand dieser Prüfungen zu überprüfen, da uns keine Informationen vorliegen, dass spätere CSMS-Mitteilungen dies geändert haben.

Was steht in der CBP-Mitteilung (Originaltext auf Englisch)?
U.S. Customs and Border Protection will deploy two new error messages for Drawback to the Automated Commercial Environment (ACE) Production (PROD) environment on Tuesday, April 21, 2026. These new validations for FD12 and FD13 support proclamations related to Medium- and Heavy-Duty Vehicle Parts (MHDVPs) and Automobile Parts (products of South Korea) applicable to drawback claims Direct Identification Manufacturing Drawback under 19 U.S.C. 1313(a) and Substitution Manufacturing Drawback Claims under 19 U.S.C. 1313(b).
- The filer will receive the error code FD12 232 CLM NOT ALLOWED when the claim date of the drawback claim under 1313(a) or 1313(b) is before November 1, 2025.
- The filer will receive the error code FD13 EXCESS 232 DTY CLMD when the claim under 1313(a) or 1313(b) is not reported with both the eligible 232 HTS# and the Chapter 1-97 HTS# and when the requested claim amount exceeds the available money on the entry summary line.
