Was hat CBP angekündigt?
Die CBP gab bekannt, dass Anmelder ab dem 5. August 2026 jede Erhöhung von Zöllen, Steuern oder Gebühren aus einer Post Summary Correction (PSC) über ACH zahlen müssen, nicht mehr per Scheck oder bar. Die Mitteilung besagte außerdem, dass Anmelder die gesamte Erhöhung bei Einreichung der PSC zahlen oder auf eine Liquidationsrechnung (liquidation bill) warten müssen, und erläuterte die Zahlungsschritte für ACH Debit und ACH Credit. Sie sah eine Ausnahme vor, die PSCs nach 300 Tagen für Einfuhren erlaubt, die wegen AD/CVD, EAPA oder einer gerichtlichen Verfügung ausgesetzt sind.

The purpose of this message is to announce modifications to the processing of Post Summary Corrections (PSCs). These modifications were announced in Federal Register Notice 91 FR 41053, “Modification and Clarification of the National Customs Automation Program Test Regarding Post Summary Corrections” (https://www.federalregister.gov/documents/2026/07/06/2026-13574/modification-and-clarification-of-the-national-customs-automation-program-test-regarding?utm_campaign=subscription+mailing+list&utm_medium=email&utm_source=federalregister.gov) issued July 6, 2026.
GUIDANCE: Electronic Payment Requirement
The filer must electronically remit payment for increases in duties, taxes, and fees resulting from a PSC via Automated Clearinghouse (ACH). Effective August 5, 2026, filers will no longer be able to pay these increases via check or cash. This is a modification from 82 FRN 2385, dated January 14, 2017, which stated the PSC test only allowed for these payments to be deposited at the port of entry listed on the entry summary.
The filer submits the PSC electronic payment authorization to U.S. Customs and Border Protection (CBP) through the Automated Broker Interface (ABI). The filer should visit Automated Clearinghouse on CBP.gov (https://www.cbp.gov/trade/basic-import-export/automated-clearinghouse-ach) or contact ACH-CUSTOMS@cbp.dhs.gov (mailto:ACH-CUSTOMS@cbp.dhs.gov) to participate in either the ACH Debit or ACH Credit payment programs with CBP, or to obtain the specific information needed to submit a PSC payment to CBP. To pay by ACH Credit, participants should contact ACH-CUSTOMS@cbp.dhs.gov (mailto:ACH-CUSTOMS@cbp.dhs.gov) to obtain specific instructions needed to pay a supplemental duty bill via ACH Credit. For technical questions about submitting a PSC, the Trade should contact their assigned CBP Client Representative.
ACH Debit Payment Initiation Process
- CBP sends the filer a preliminary statement of entry summaries scheduled for payment through ABI. The filer reviews the statement. If the filer deletes an entry summary through ABI, CBP will send a new statement amount to the filer.
- The filer submits the payment authorization to CBP through ABI, sending one ACH payment authorization per statement. CBP will not receive payment until the filer provides CBP the ACH payment authorization.
- If the authorization is received, the filer receives a message that CBP has accepted the authorization. If errors occur, the filer receives a message for each incorrect transmission until they correct the problem.
- CBP transmits a final statement to the filer, usually on the first business day after CBP processes the payment authorization. The final statement lists all paid summaries and serves as a payment receipt.
- CBP transmits payment information to the ACH processor bank. The ACH processor bank then sends the data to the filer’s bank. The filer’s account is debited usually two business days after CBP accepts the initial payment authorization.
ACH Credit Payment Initiation Process
- CBP provides the filer with a payment format to provide to their bank. The data fields include the CBP transit routing number, CBP account number, payer identifier, settlement date (the date the filer will debit their account), total payment amount, document number, document payment amount, and payment type.
- The filer follows their bank’s procedures for initiating the payment. The transaction must originate at least one day before the settlement date. Once the filer begins the transaction, they cannot reverse it. If an overpayment occurs, CBP will process the payment through the normal refund process.
- If the amount paid matches the amount due, CBP will post the payment. If there is a discrepancy, CBP will manually reconcile the transaction, which may cause a delay in posting the payment.
- The transaction will be listed on the filer’s bank statement, or through other arrangements made with the bank.
Full Payment of Additional Duties, Taxes, and Fees Requirement
The filer must remit payment in full for increases in additional duties, taxes, and fees resulting from a PSC at the time of PSC submission or wait until CBP issues a bill reflecting the full amount of the increase at the time of liquidation. Partial payment of increased duties, taxes, and fees resulting from a PSC will not be accepted. Should a filer choose to wait for billing at liquidation, ACE will not allow the filer to file subsequent PSCs until the initial PSC is paid.
Payment of Interest
Interest payment on the increase of duties, taxes, and fees will not be accepted prior to liquidation. The filer will pay any interest once CBP issues a bill on the interest that is due on the PSC.
PSC Timeframe Filing Exceptions for Suspended Entries
A filer may submit a PSC outside of the 300 day timeframe, when the subject entry meets all of the following criteria: liquidation of those entries is suspended beyond 300 days after the date of entry, and the entries have an associated suspension basis (such as Countervailing Duty (CVD) Suspend, Antidumping Duty (ADD) Suspend, AD/CVD Suspend, Subject to Enforce and Protect Act (EAPA), or Subject to Court Injunction) at the time of PSC filing. This timeframe was implemented by CBP in 2022 following a decision by the U.S. Court of International Trade. At that time, CBP had also updated its webpage (https://www.cbp.gov/) and the ACE Entry Summary Business Rules and Process Document to reflect the change.
