Entry Type 86
Entry type 86 was an ACE test entry for Section 321 low-value shipments. CBP stopped it when the de minimis suspension started on August 29, 2025.
What does Entry Type 86 mean?
CBP started the entry type 86 test in 2019, so that filers could claim the Section 321 de minimis exemption electronically in ACE. Type 86 also accepted low-value goods that other agencies regulate (84 FR 40079). CBP republished the test with changes in January 2024 (89 FR 2630).
Executive Order 14324 suspended de minimis treatment for all countries from August 29, 2025. CBP then stated that type 86 entries may no longer be used (90 FR 42418).
Shipments that used type 86 now need an informal entry, such as type 11, or a formal entry. Public Law 119-21 repeals the de minimis exemption from July 1, 2027.
What does it mean for your shipment?
Before the suspension we filed Section 321 entries as type 86. Now we file those flows as type 11 and type 01 entries, which need full classification and payment of duty.
