CBP 宣布了什麼？
CBP表示，自2026年9月14日起，對於特定銅材HTS分類（8544.42.10、8544.42.20、8544.42.90、8544.49.10），若報關單未申報主要熔煉國及鑄造國，ACE將予以拒絕。若缺少所需的銅材資料記錄，ACE會回傳致命錯誤代碼F794。若進口商不清楚熔煉國或鑄造國，可申報「OTH」。此規定影響除美國以外所有國家進口上述銅製品。
Allied 的立場是什麼？
我們現在會在上述銅材HTS編號的報關單項目中申報主要熔煉國及鑄造國，若客戶無法確認此資訊，則申報「OTH」。進口這些銅製品的客戶應將每筆貨物的熔煉國及鑄造國資料提供給我們，以避免ACE發生致命拒絕。若客戶不確定其貨品是否屬於這些HTS編號，我們可協助審核報關單以確認。

CBP 訊息的英文原文說了什麼？
Effective Monday, September 14, 2026, ACE will begin rejecting entry summaries where the copper primary country of smelt and the country of cast are not reported. ACE will return the F794 ADDTNL DEC TYPE RQRD FOR ARTICLE message as a fatal version of the error when the required 54 record type 12 for copper is not submitted.
The copper smelt and cast country reporting requirements are as follows:
Imports of certain copper articles from all countries of origin (except the U.S.) shall report the primary country of smelt and country of cast, and may report the secondary country of smelt, on the entry summary line for the following HTSUS classifications: 8544.42.10, 8544.42.20, 8544.42.90, and 8544.49.10.
If the primary country of smelt, secondary country of smelt, and/or country of cast are not known, importers may report “OTH” (other).
