CBP hat in ACE neue Prüfungen für Drawback-Anträge zu Auto- und Lkw-Teilen nach Section 232 eingeführt

Was hat CBP angekündigt?
Die CBP teilte mit, dass zwei neue ACE-Fehlerprüfungen für Drawback-Anträge nach 1313(a) und 1313(b) am 17. März 2026 in die ACE-Testumgebung eingespielt wurden. Die Prüfungen unterstützen die Proklamation 10984 zu mittelschweren und schweren Nutzfahrzeugen, Fahrzeugteilen und Bussen. Sie kennzeichnen Anträge mit einem Datum vor dem 1. November 2025, Anträge, denen sowohl die zulässige Section 232 HTS-Nummer als auch die HTS-Nummer aus Kapitel 1 bis 97 fehlen, sowie Anträge, die den auf der Entry-Summary-Zeile verfügbaren Betrag übersteigen. Die CBP teilte mit, dass diese Prüfungen am 21. April 2026 in die Produktionsumgebung von ACE übernommen werden.
Wie schätzt Allied die Mitteilung ein?
Wir reichen für Kunden Anträge auf Zollrückerstattung (Drawback) ein, einschließlich solcher im Zusammenhang mit Section 232 Zöllen auf Auto- und Lkw-Teile. Diese Mitteilung beschreibt Prüfungen, die die CBP eingeführt hat, um unvollständige oder überhöhte Drawback-Anträge nach 1313(a) und 1313(b) zu erkennen. Das in der Mitteilung genannte Datum der Produktionsumsetzung ist bereits verstrichen. Kunden mit laufenden oder geplanten Drawback-Anträgen für diese Waren sollten uns daher bitten, ihre Antragsdaten auf die erforderlichen HTS-Nummern und Beträge zu prüfen.

Two new Drawback error messages deployed to the Automated Commercial Environment (ACE) Certification (CERT) environment on Tuesday, March 17, 2026. This update supports Proclamation 10984 Adjusting Imports of Medium- and Heavy-Duty Vehicles, Medium- and Heavy-Duty Vehicle Parts, and Buses into the United States. With this change, new ACE validations allow claimants to file drawback claims for the specific eligible Section 232 tariffs (Auto parts and Truck parts) for provisions 1313(a) and 1313(b) and prevents overclaimed drawback refunds associated with ineligible 232 tariffs. When claims fail to meet the requirements, users will receive the following error messages:
- The filer will receive the error code FD12 when the claim date of the drawback claim under 1313(a) or 1313(b) is before November 1, 2025.
- The filer will receive the error code FD13 when the claim under 1313(a) or 1313(b) is not reported with both the eligible 232 HTS# and the Chapter 1-97 HTS# and when the requested claim amount exceeds the available money on the entry summary line.
These updates will deploy to the ACE Production (PROD) environment on Tuesday, April 21, 2026.
