Bestimmte kanadische Alkohol-, Milch- und Kraftfahrzeugprodukte sind von der Einfuhr in die USA ausgeschlossen

Was hat CBP angekündigt?

Die CBP gab bekannt, dass bestimmte kanadische Produkte, die in den Anhängen zu den Präsidialproklamationen 11061, 11062 und 11063 aufgeführt sind, ab 00:01 Uhr Eastern Time am 29. September 2026 von der Einfuhr ausgeschlossen sind. Die betroffenen Produkte fallen unter die HTSUS-Positionen 0404, 1702, 1703, 2202 bis 2208 und 8711. Die CBP wird Anmeldungen, In-Bond-Beförderungen, Zolllageranmeldungen und FTZ-Aufnahmen für betroffene Produkte bedingungslos zurückweisen und nicht freigegebene ACE-Anmeldungen stornieren. Betroffene Produkte, die vor diesem Zeitpunkt eingeführt wurden, können weiterhin angemeldet werden, und bei Entnahmen aus dem Zolllager oder der FTZ ist der 50-prozentige Zoll gemäß den Proklamationen 11046, 11047 und 11048 zu zahlen.

Wie schätzt Allied die Mitteilung ein?

Wir können keine Anmeldungen, In-Bond-Beförderungen oder Zolllageranmeldungen für betroffene kanadische Produkte einreichen, die ab 00:01 Uhr Eastern Time am 29. September 2026 eingeführt werden. Alle diese Anmeldungen, die bis dahin nicht freigegeben sind, werden von der CBP storniert. Kunden mit kanadischen Waren dieser Positionen sollten uns die HTS-Nummern und Produktdetails, einschließlich der Verpackung bei Alkohol, senden, damit wir sie mit den Anhängen abgleichen können. The purpose of this message is to provide guidance on the Presidential Proclamations 11061, 11062, and 11063:

GUIDANCE: Effective September 29, 2026, at 12:01 a.m., Eastern Time, certain covered products of Canada identified in the Annexes to Presidential Proclamations 11061, 11062, and 11063 are excluded from importation into the United States. Exclusion from importation precludes covered products from admission into a Foreign Trade Zone or bonded warehouse, in-bond transportation, and entry for consumption. As of 12:01 a.m. Eastern Time on September 29, 2026, any entry containing covered products will be unconditionally rejected by U.S. Customs and Border Protection (CBP). The attached annexes outline the list of HTSUS classifications subject to exclusion.

Covered products imported prior to September 29, 2026, 12:01 a.m. Eastern Time, remain eligible to be entered for consumption. Such covered products, if entered into a bonded warehouse or admitted into a Foreign Trade Zone prior to exclusion from importation going into effect, may be withdrawn for consumption and will be subject to the 50 percent ad valorem duty under Presidential Proclamations 11046, 11047, and 11048, as applicable. The attached annexes outline the list of HTSUS classifications subject to exclusion.

As of 12:01 a.m. Eastern Time on September 29, 2026, covered products will be unconditionally rejected and denied entry by CBP. Entries filed in ACE which contain covered products that have not been released will be cancelled as of September 29, 2026 at 12:01 a.m.

Covered products include certain commodities under Harmonized Tariff Schedule of the United States (HTSUS) headings 0404, 1702, 1703, 2202, 2203, 2204, 2205, 2206, 2207, 2208, and 8711.

Alcoholic Beverages For alcoholic beverages, the import exclusion applies only where the merchandise meets any applicable scope limitation listed in the Alcohol Annex (https://www.whitehouse.gov/wp-content/uploads/2026/09/ANNEX-I-ALCOHOL.pdf). Where the scope limitation states “Packaged,” the exclusion applies only to products packaged in bottles, cans, boxes, kegs, or other similar direct-to-consumption containers. Alcoholic beverages that do not meet an applicable scope limitation are not subject to the import exclusion and remain subject to the applicable 50 percent ad valorem duty under Proclamation 11046.

ACE Cargo Release Pursuant to the implementation of Presidential Proclamations 11061, 11062, and 11063, CBP will update the ACE Cargo Release and e214 Foreign Trade Zone (FTZ) admissions messaging on September 29, 2026 at 12:01 am. Filers attempting non-compliant submissions will trigger system rejects and receive the following error codes:

  • 239 – HTS NOT ALLOWED FOR COUNTRY OF ORIGIN (for e214 FTZ admission)
  • 335 – HTS NOT ALLOWED FOR COUNTRY OF ORIGIN (for Cargo Release)

ACE Entry Summary Update/Create CBP will update the ACE Entry Summary Update/Create messaging on September 29, 2026 at 12:01 am. Filers attempting non-compliant submissions will trigger system rejects and receive the following error code:

  • 886 – HTS PROHIBITED FOR CO

Foreign Trade Zones Any covered products that were admitted into a Foreign Trade Zone prior to 12:01 a.m. Eastern Time on September 29, 2026, may be withdrawn for consumption at the 50 percent ad valorem duty imposed under Proclamations 11046, 11047, and 11048, as applicable.
