AD/CVD (Antidumping and Countervailing Duties)
Antidumping and countervailing duties (AD/CVD) are extra duties on a product from a named country that is sold at an unfairly low price or subsidized.
What does AD/CVD (Antidumping and Countervailing Duties) mean?
The Department of Commerce finds if imports are sold in the United States at an unfairly low price or with a subsidy. CBP then collects the antidumping and countervailing duties that apply.
Each order covers a defined product from a named country. The Department of Commerce decides questions about the scope of an order.
An AD/CVD entry uses entry type 03, and the entry summary reports the estimated AD/CVD. CBP liquidates the entry after Commerce sends liquidation instructions.
CBP can require a single transaction bond as additional security for AD/CVD risk. Mail with AD/CVD goods needs a formal entry at any value and cannot use entry type 13 (19 CFR 145.12(a)(2)(iii)).
