  1. CBP opens a voluntary test of electronic export manifests for truck cargo

CBP announced a voluntary two-year test of the ACE Electronic Export Manifest for truck cargo. The test checks if CBP can require truck carriers to send limited export manifest data at least 24 hours before departure from the United States. A complete export manifest then follows no later than 2 hours before arrival at the final port of export. CBP limits the test to nine truck carriers that meet the requirements in the Federal Register general notice.

    Show Allied's position

The test is voluntary and applies only to truck carriers, so importers and exporters who use Allied do not need to act. Truck carriers that want to join must apply to CBP by email and show that they meet the eligibility requirements.

  2. CBP finalizes rule requiring electronic export manifests for rail cargo

CBP published a final rule on August 26, 2026 requiring Electronic Export Manifest (EEM) filing in ACE for rail cargo departing the U.S. to Mexico or Canada. The rule sets electronic transmission requirements, eligible filers, and submission timeframes before departure. It takes effect October 26, 2026, but CBP will not begin enforcing it until October 26, 2027.

    Show Allied's position

This rule concerns rail carriers and parties who file export manifests, not import entries that we file for clients. We do not file export manifests, so this does not change the entries we handle. Clients who also move cargo outbound by rail to Mexico or Canada should confirm with their carrier or export filer that they will be ready for ACE EEM filing before the October 2027 enforcement date.

  3. CBP updated technical guide for truck export manifest data field

CBP announced an update to the Electronic Export Manifest (EEM) Truck Manifest Implementation Guide for the 358 Customs Consist message. The change sets the usage of field M1306 to mandatory. It applies to the ACE Exports Truck X12 358 message format used for electronic export manifests.

    Show Allied's position

This update concerns the technical format that truck carriers and their software providers use to file export manifest data in ACE. It does not change import entry filing, so it does not affect the entries we file for clients. Clients who file export manifests directly or through a service provider should confirm with their software vendor that this field update was applied.

  4. CBP updated technical guides for electronic export truck manifest EDI messages

CBP announced updates to the Electronic Export Manifest Automated Commercial Environment implementation guides for the Exports Truck UNEDIFACT CUSCAR, CUSREP, CUSRES, PAXLST, 309, 350, and 355 messages. CBP directed technical questions to client representatives and policy questions to its export manifest mailbox.

    Show Allied's position

This message covered technical EDI formatting changes for truck export manifest transmissions and mainly concerns carriers and software providers that send these EDI messages to CBP. Allied files import entries and does not transmit export manifest EDI data, so this update does not change the entries we file for clients. Clients who transmit their own export manifest data should confirm with their EDI provider that these formatting updates were applied, and later CSMS messages may have changed these specifications further.

    Show Allied's position

This notice concerned export manifest reporting for used vehicles, not the import entries we file for clients. It does not change any customs entry, classification or duty process we handle. CBP announced an update to ACE CATAIR Appendix B (import) and AESTIR Appendix C (export) that removed Burma (BU) as a valid country code. Myanmar (MM) remains a valid country code. The change affects manifest filers who reference country codes for shipments involving that country.

    Show Allied's position

We noted this update to the country code tables used in import and export manifest filings. The message does not give an effective date, so later CSMS notices may have adjusted the rollout. Clients whose shipments reference Burma or Myanmar should ask us to confirm which code applies to their current entries.
