CBP posted an updated ACE deployment schedule in July 2026
CBP announced on July 10, 2026 that it had posted an updated Automated Commercial Environment (ACE) Development and Deployment Schedule on CBP.gov. CBP described the schedule as notional and subject to change. The notice pointed readers to CBP.gov/ACE for the latest deployment information.
Show Allied's positionHide Allied's position
This notice only pointed to a CBP schedule page and did not describe any specific system change. It did not affect how we file entries at the time and later CSMS messages would announce any actual ACE changes. Clients do not need to do anything about this notice.
CBP updated ACE AD/CVD case query to return unlimited manufacturer and exporter records
CBP announced an updated version of the ACE CATAIR AD/CVD Case Information Query (V11), posted on CBP.gov. The update let the query return an unlimited number of records for Manufacturer Names and Foreign Exporter Names, instead of a limited set. CBP deployed the change to the certification environment on June 4, 2026, and to production on July 9, 2026.
Show Allied's positionHide Allied's position
This is a technical update to a CBP data query system used for AD/CVD case lookups. It concerns how brokers and filers retrieve manufacturer and exporter data, not entry filing requirements, and clients do not need to act. We use the updated query results as part of our normal AD/CVD entry work.

CBP issued routine HTS update HSU 2614 with Spring 2026 tariff changes
CBP announced Harmonized System Update (HSU) 2614, created June 30, 2026, containing 310 harmonized tariff records and 1287 ABI records. The update reflected the Spring 2026 Section 484(f) HTS changes approved by the USITC committee. CBP directed questions on the 484(f) updates to the USITC and questions on the HSU itself to the CBP HTS Administrator.
Show Allied's positionHide Allied's position
This was a routine periodic update to the Harmonized Tariff Schedule data used in ABI filings. We apply current HTS data in the entries we file, and clients do not need to take any action regarding this specific update. Clients with questions about how a particular classification changed should ask us to review their entries.

CBP issued Harmonized System Update 2613 for Section 232 metal tariffs
CBP announced that Harmonized System Update (HSU) 2613, created June 7, 2026, added 23 harmonized tariff records and 54 automated broker interface records. The update implemented Section 232 tariff adjustments for aluminum, steel and copper imports. CBP directed filing questions to its Trade Remedy Branch and HSU questions to the HTS Administrators.
Show Allied's positionHide Allied's position
This was a technical data update that loaded Section 232 duty rate changes for aluminum, steel and copper into the ABI system as of June 2026. Later CSMS messages may have changed these Section 232 rates or classifications since then. Clients with entries covering these metals should ask us to review their current classification and duty rates.

CBP updated tariff system for Section 232 duties on Taiwan goods
CBP announced Harmonized System Update (HSU) 2611, created May 28, 2026. It added six harmonized tariff records and eighteen automated broker interface records covering Section 232 tariffs on certain aircraft components, automobile parts and wood products from Taiwan.
Show Allied's positionHide Allied's position
This update changed the tariff data system we use to classify and file entries for these Taiwan-origin goods. We cannot confirm from this message alone whether these Section 232 tariffs still apply today, since later CBP notices may have changed the rates or scope. Clients importing aircraft components, automobile parts or wood products from Taiwan should ask us to review their current entries.

CBP issued Harmonized System Update 2612 for agricultural license tariff records
CBP announced Harmonized System Update (HSU) 2612, created June 1, 2026, with 69 harmonized tariff records and 412 ABI records. The update related to USDA agricultural license type 14 tariff changes, referencing a separate CSMS message for details. CBP directed quota related questions to its Quota and Agriculture Branch and HTS questions to the HTS Administrator.
Show Allied's positionHide Allied's position
This was a routine tariff database update tied to USDA agricultural license type 14 and did not itself require importer action. We applied HTS database updates like this to entries filed after the update took effect. Clients with agricultural entries under license type 14 should ask us to review whether this update affected their specific entries.
CBP added new ACE error code requiring USDA license for sugar and dairy HTS entries
CBP announced an update to the ACE CATAIR Error Dictionary that created a new fatal error, F60D, for agriculture related HTS numbers. The error required a USDA agricultural license type 14 number in the 52 record for entries using listed re export sugar program and dairy rate quota HTS numbers, regardless of entry type. CBP said any entry using these HTS numbers without the license number would be rejected. The change was scheduled to deploy to the CERT and PROD environments on May 30, 2026.
Show Allied's positionHide Allied's position
This validation still applies to entries we file that use the listed sugar or dairy HTS numbers. We enter the USDA agricultural license type 14 number in the 52 record on those entries to avoid rejection. Clients importing goods classified under these HTS numbers should confirm they hold a valid license and send us the license number before we file the entry.
CBP renamed ACE error code 613 from HTS relationship/sequence mismatch to HTS relationship mismatch
CBP announced an update to the ACE CATAIR Error Dictionary (V47) that changed the name of error code 613 from HTS RELATIONSHIP/SEQUENCE MISMATCH to HTS RELATIONSHIP MISMATCH. CBP removed the sequence reference because incorrect HTS number sequencing now triggers a separate existing error, 852 HTS OUT OF SEQUENCE. The update deployed to the CERT and PROD environments on May 28, 2026.
Show Allied's positionHide Allied's position
This is a technical labeling change to how ABI systems report certain HTS errors, and it concerns filers like Allied rather than importers directly. We account for the updated error names and the separate 852 sequence error in the entries we file. Clients do not need to take any action on this change.
CBP Updated ACE AD/CVD Case Query to Return Unlimited Manufacturer and Exporter Records
CBP announced an updated ACE CATAIR AD/CVD Case Information Query (V11) that let the Manufacturer Details and Foreign Exporter Details outputs return an unlimited number of records instead of a limited set. CBP said the update would deploy to the CERT environment on May 28, 2026 and to PRODUCTION on July 9, 2026. The message directed technical questions to CBP client representatives and other questions to the Entry Summary Accounts and Revenue Division.
Show Allied's positionHide Allied's position
This was a technical change to the ACE system query brokers use to look up AD/CVD case data, not a change to duty rates or entry requirements. Both deployment dates have already passed, so the update has been in production since July 9, 2026. Clients do not need to act on this notice; if a client has questions about AD/CVD case data on a specific entry, we can review it for them.
CBP added new ABI error code for HTS not allowed for importer of record
CBP announced an update to the ACE CATAIR Error Dictionary adding error code F865, which flags a tariff number as not eligible for the submitted importer of record. CBP scheduled the update for the CERT test environment on May 19, 2026, and for production on June 2, 2026. The message directed technical questions to CBP client representatives and the Entry Summary Accounts and Revenue Division.
Show Allied's positionHide Allied's position
This is a technical filing system update that concerns brokers and how CBP's ABI system validates entry data. The error code is now live in production, so we may see it returned if a filed tariff number is not eligible for the importer of record on an entry. Clients do not need to act, but if we receive this error on a filing we may ask for corrected classification or importer information.
CBP added a new liquidation reason code for CAPE refunds in ACE
CBP announced that the ACE CATAIR Entry Summary Query was updated to add a new Liquidation Reason Code, "36," for CAPE. CBP said the update went live in the Certification and Production environments on May 12, 2026. The change affects the Output JD-Record returned by the Entry Summary Query.
Show Allied's positionHide Allied's position
This is a technical ACE system update for entry summary data and it concerns how liquidation reason codes appear in query results. It does not require any action from importers or shippers. We track these ACE code updates as part of how we file and monitor entries, including CAPE related IEEPA refund entries.

CBP Issued HTS Database Update for Section 232 Heavy Vehicle Tariffs
CBP announced Harmonized System Update 2610, created May 7, 2026, containing two harmonized tariff records and four ABI records. The update implemented Section 232 tariff changes for USMCA-qualifying medium- and heavy-duty vehicles, detailed in a related CSMS message. CBP directed Section 232 questions to its Trade Remedy Branch and other HSU questions to the HTS Administrator.
Show Allied's positionHide Allied's position
This update changed CBP's tariff database entries that filing systems use, rather than announcing a new duty itself. We update our filing systems to match HTS changes CBP publishes so entries classify correctly. Clients importing USMCA-qualifying medium- and heavy-duty vehicles under Section 232 should ask us to review how this update applies to their specific entries. Later CSMS messages may have changed these Section 232 provisions further, so clients should confirm current requirements with us.

CBP updated HTSUS records for Proclamation 11021 duties in April 2026
CBP announced Harmonized System Update (HSU) 2609, created April 29, 2026, with six Harmonized Tariff Records and 19 ABI records. The update made technical corrections to the Harmonized Tariff Schedule of the United States for duties imposed under presidential proclamation 11021. CBP directed filing questions to its Trade Remedy Branch and technical questions to the HTS administrators.
Show Allied's positionHide Allied's position
This was a technical data update to the tariff schedule that fed into the ABI system used for entry filing at the time. It did not require importers to change anything on their own, but it could affect classification and duty calculation for goods covered by proclamation 11021. Later CSMS messages or tariff changes may have superseded these corrections, so clients with entries affected by this proclamation should ask us to review their specific filings.

HSU 2608 added Section 301 Large Civil Aircraft updates and 2026 HTS fixes
CBP announced that Harmonized System Update (HSU) 2608 was created on April 22, 2026. It contained 39 Harmonized Tariff Records and 123 ABI records. The update included Section 301 Large Civil Aircraft (LCA) HTS updates and miscellaneous adjustments from the verification of the 2026 Harmonized Tariff Schedule. CBP referred filers to CSMS 49153305 for guidance on the LCA updates.
Show Allied's positionHide Allied's position
This was a routine tariff database update that ACE applied to entries filed after its creation. Later CSMS messages may have changed these records. Clients did not need to act, but those importing goods covered by the Section 301 LCA action should ask us to review their entries.
CBP added new ACE error checks for Section 232 drawback claims on auto parts
CBP announced it deployed two new ACE error validations for drawback claims on April 21, 2026. The FD12 error flags 1313(a) or 1313(b) claims dated before November 1, 2025. The FD13 error flags claims that lack both the Section 232 HTS number and the Chapter 1-97 HTS number, or that claim more than is available on the entry summary line, for Medium- and Heavy-Duty Vehicle Parts and Automobile Parts from South Korea.
Show Allied's positionHide Allied's position
This affects drawback claims we file under 19 U.S.C. 1313(a) and 1313(b) that involve Section 232 duties on these vehicle and auto parts. We report both the eligible Section 232 HTS number and the Chapter 1-97 HTS number, and confirm claim dates and amounts, to avoid these ACE errors. Clients filing drawback on these products should ask us to review their claims against these validations, since we have no information that later CSMS messages changed this.

CBP Issued Harmonized System Update for Section 232 Metals Duties and PGA Flags
CBP announced that Harmonized System Update (HSU) 2607, created April 5, 2026, added 116 tariff records and 519 ABI records. The update reflected Section 232 duties on aluminum, steel, and copper effective April 6, 2026, and included EPA and FDA changes to partner government agency HTS flags, including a flag change for one FDA HTS code.
Show Allied's positionHide Allied's position
This was a technical update to the tariff database that supported entries filed around April 2026, including Section 232 duty coding for aluminum, steel, and copper and updated PGA flags. Later CSMS messages may have changed Section 232 rates, scope, or PGA flag requirements since then. Clients with entries from that period involving these metals or the affected FDA HTS code should ask Allied to review their entries for current status.
CBP tested first phase of ACE manifest system upgrade in early 2026
CBP announced that it was modernizing the ACE ocean, rail, and air manifest systems in stages. The first release (INT-060) was a back-end technical migration that CBP said would not change the ACE user experience or EDI behavior. CBP scheduled deployment to the production environment for April 25, 2026, after testing in the certification environment.
Show Allied's positionHide Allied's position
This update concerned CBP's internal manifest system and the software developers who connect to it, not the entries we file for clients. CBP stated the change would not affect EDI behavior, so it should not have changed how we transmit manifest or entry data. Clients did not need to take any action on this notice, and later CSMS messages may contain further manifest modernization releases that we track separately.
CBP added ACE checks for Section 232 auto and truck parts drawback claims
CBP said two new ACE error validations for drawback claims under 1313(a) and 1313(b) were deployed to the ACE test environment on March 17, 2026. The validations support Proclamation 10984 on medium and heavy duty vehicles, vehicle parts and buses. They flag claims dated before November 1, 2025, claims missing both the eligible Section 232 HTS number and the Chapter 1 to 97 HTS number, or claims that exceed the money available on the entry summary line. CBP said these validations would move to the production ACE environment on April 21, 2026.
Show Allied's positionHide Allied's position
We file duty drawback claims for clients, including claims tied to Section 232 tariffs on auto and truck parts. This message describes validations CBP added to catch incomplete or overclaimed drawback claims under 1313(a) and 1313(b). The production deployment date in the message has already passed, so clients with pending or planned drawback claims on these goods should ask us to review their claim data for the required HTS numbers and amounts.
CBP Added Automated Container Seal Change Alerts to ACE Manifest System
CBP announced it deployed updates to the ACE Certification environment that let the system automatically notify carriers via EDI when CBP personnel add or remove container seals on ocean and rail shipments. The update introduced new disposition codes to support this. CBP said the enhancement would move to the ACE Production environment on April 9, 2026.
Show Allied's positionHide Allied's position
This is a carrier and EDI system update, not a change to the entries we file for clients. The update took effect in production on April 9, 2026, so ocean and rail carriers should now receive automated seal change notices through ACE. Clients do not need to take any action.

CBP reverted cotton import assessment rates after USDA withdrew rate cut
CBP announced Harmonized System Update 2606, issued February 27, 2026, after USDA withdrew a direct final rule that would have lowered the Cotton Board supplemental assessment on imports starting March 1, 2026. The update removed the planned lower cotton rates from the HTS and reverted them to the previously established rates, effective February 26, 2026. The update added 5,122 harmonized tariff records and 24,062 ABI records.
Show Allied's positionHide Allied's position
This update affected cotton entries filed around early March 2026 by reverting the assessment rate change before it took effect. We applied the reverted cotton rates to entries filed after this update. Later CSMS messages may have changed cotton tariff data since then, so clients should ask us to review any specific cotton entry.
CBP updated FTZ CATAIR document for FT40 record processing
CBP announced an update to the Foreign Trade Zone CATAIR document on its website. The change affected the FT40 (Record Processing) chapter, updating the FT record number for Country of Export and Foreign Load Port descriptions. The update was a technical documentation change for ACE system filers.
Show Allied's positionHide Allied's position
This update concerned technical FTZ data specifications in ACE, not the entries Allied files, since Allied does not operate or manage foreign trade zones. Clients who use FTZs should confirm with their FTZ operator or software provider that this record update was applied correctly. Clients do not need to take any action with Allied on this notice.

CBP updated tariff system tables to reflect end of IEEPA duties and Section 122 surcharge
CBP announced Harmonized System Update (HSU) 2605, created February 23, 2026, containing 169 harmonized tariff records and 512 ABI records. The update reflected the ending of certain IEEPA tariff actions and changes to the Section 122 import surcharge under the Trade Act of 1974. CBP directed questions on the executive orders to its trade remedy and entry summary mailboxes, and questions on the HTS update itself to the HTS Administrator.
Show Allied's positionHide Allied's position
At the time, this update told us that CBP's ABI and HTS tables had been revised to stop applying the ended IEEPA duties and to reflect the Section 122 surcharge rules then in effect. The IEEPA duties referenced here ended February 20, 2026, and the Section 122 surcharge applied only from February 24 to July 24, 2026, so neither applies to entries filed today. Clients do not need to act on this notice now. If clients have questions about how these now-expired measures affected specific past entries, they should ask us to review those entries.
CBP Replaced ACE IDs With FAST IDs For Truck EDI Filings
CBP announced that effective February 24, 2026, the ACE Truck environment began using FAST IDs instead of ACE IDs as the standard identifier for FAST ID transmissions via ACE EDI. The ACE ID method for this purpose was retired. This affected truck carriers submitting FAST ID information through ACE EDI. CBP told users with questions to contact Cargo Control and Release or their client representative.
Show Allied's positionHide Allied's position
This change concerns truck carriers who submit FAST ID data through ACE EDI, not the customs entries we file for importers. Because CBP made this a permanent identifier change, it still applies today. Clients do not need to act. Carriers still using FAST ID services should register or manage their ID through the Trusted Traveler Program website.
CBP posted new truck export manifest EDI guides in February 2026
CBP announced in February 2026 that it had posted new Truck Manifest implementation guides for the ACE Electronic Export Manifest system, covering X.12 and UNEDIFACT standards. These were the first versions of these guides, not updates to earlier ones. The guides covered truck carrier cargo, crew, passenger and conveyance reporting messages.
Show Allied's positionHide Allied's position
This message concerns technical data formats that truck carriers and their software providers use to file export manifests with CBP. It does not change entry filing requirements for the entries we handle. Clients do not need to act on this notice.
CBP asked filers to resend air manifest EDI messages from a Feb 19 outage window
CBP announced that Air Manifest EDI bill transmission messages submitted between 5:05 a.m. and 9:45 a.m. ET on February 19, 2026 needed to be resent to ensure timely manifesting. The notice was informational and directed technical questions to CBP's Cargo Control and Release team or to client representatives. It applied only to air carriers and filers affected by that specific transmission window.
Show Allied's positionHide Allied's position
This was a one-time technical fix tied to a brief system issue on February 19, 2026. It no longer affects entries we file today. Clients do not need to act on this notice now.

The update included USDA National Organic Program HTS code flag changes and Argentina Beef Quota HTS updates. CBP referred questions on the flag changes and the quota updates to separate CBP contacts.
Show Allied's positionHide Allied's position
This update changed how CBP's system flagged organic program and Argentina beef quota HTS codes as of February 2026. Later CSMS messages may have modified these flags further, so we cannot confirm they still apply without checking current guidance. CBP Issued Harmonized System Update 2603 Covering AGOA, Haiti and India Duties
CBP announced that Harmonized System Update (HSU) 2603, created on February 10, 2026, added 140 harmonized tariff records and 530 ABI records. The update included changes for AGOA, the Haiti HOPE and HELP programs, additional duties on imports from India, and other HTS corrections from the 2026 tariff schedule verification. CBP referred filers to a related message for entry filing guidance on the India duties.
Show Allied's positionHide Allied's position
This was a system level update to the tariff tables used for filing entries covering AGOA, Haiti trade programs, and additional duties on India origin goods in effect at that time. Later CSMS messages, including the change in IEEPA duty treatment after the Supreme Court ruling, may have altered how these duties apply now. Clients with entries affected by AGOA, HOPE, HELP, or India duty provisions from this period should ask us to review those specific entries.
CBP Updated Draft ACE CATAIR for Air Waybill Minimum Length
CBP posted an updated ACE Cargo Release CATAIR document. It set a minimum of 7 characters for the Air Master Bill of Lading under SE15 Note 1. CBP said the related validation rule (rule 029) would deploy no earlier than March 5, 2026.
Show Allied's positionHide Allied's position
This update concerns the technical data format used to transmit the Air Master Bill of Lading through ABI. It affects how we format air waybill data on the entries we file, not what importers must submit. CBP issued HTS updates for chips, 2025 tariff changes, and cotton fee (Jan 2026)
CBP announced Harmonized System Update 2601, created January 15, 2026, covering Section 232 Semiconductor HTS changes, and HSU 2602, created January 30, 2026, covering Fall 2025 484(f) HTS updates and 2025 Cotton Fee Assessments. The 484(f) updates took effect February 1, 2026, and the Cotton Fee Assessments took effect March 1, 2026. CBP pointed importers to prior guidance on Section 232 semiconductor entry filings and to USITC and federal register resources for the other updates.

At the time, these updates changed the HTS codes and cotton fee rates that applied to entries filed on or after their effective dates, including semiconductor products subject to Section 232. Later CSMS messages and tariff developments through 2026 may have further changed classification or duty treatment for these products. Clients with entries affected by these HTS changes should ask us to review the specific classifications and rates that applied to their goods.
CBP resolved January ACE EDI slowdown affecting Air and Entry Summary filings
