CBP directed technical questions to client representatives and policy questions to its export manifest mailbox.
Show Allied's positionHide Allied's position
This update changed a reference code table used in export manifest filings, not entry filings we handle for importers. It does not affect the import entries Allied files. Clients do not need to act, but exporters or carriers using these old port of unlading codes should confirm with their manifest filer that the change was applied.
CBP reported temporary ACE air manifest system outage in March 2026

Show Allied's positionHide Allied's position

CBP updated Ocean Export Manifest guides for port of unlading and destination fields
CBP announced updates to the Electronic Export Manifest Ocean X12 309 and Ocean CAMIR implementation guides. The changes applied to ocean carriers filing electronic export manifests.
Show Allied's positionHide Allied's position
This message concerned technical formatting for ocean export manifests filed by carriers, not the import entries Allied files for clients. It did not require action from importers or shippers at the time. CBP detailed reporting for a March 2026 Jones Act waiver, which has since expired
CBP announced that DHS issued a 60-day Jones Act waiver on March 17, 2026, at the request of the Department of War, letting foreign-flag vessels carry listed commodities between U.S. ports. The waiver ran until May 17, 2026. CBP asked carriers using the waiver to email vessel, cargo, and port details, and required a paper CBP Form 1302 with specific wording so the cargo could clear as domestic. Foreign vessels still had to file vessel entrance and clearance under 19 CFR Part 4, and vessel owners had to report voyage details to the Maritime Administrator.
Show Allied's positionHide Allied's position
This message concerned vessel carriers operating under a Jones Act waiver that expired on May 17, 2026. It did not affect the import entries Allied files for clients, since it dealt with vessel entrance and clearance, not cargo entry filing. Clients do not need to act on this message. NOAA lifts marine mammal import restrictions for Grenada, Ireland, New Caledonia
CBP announced that NOAA Fisheries issued comparability findings on March 16, 2026, lifting Marine Mammal Protection Act seafood import restrictions for Grenada, Ireland, and New Caledonia. As a result, a Certification of Admissibility no longer had to accompany seafood imports from these fisheries as of that date. A COA could still be required if the products were processed in another nation with MMPA import restrictions.
Show Allied's positionHide Allied's position
This message is over six months old. At the time, it meant importers of seafood from Grenada, Ireland, and New Caledonia no longer needed a COA for entries we filed, unless the goods were processed in another restricted nation. Later CSMS messages may have changed MMPA requirements for these or other countries, so clients should ask us to confirm current COA requirements before we file their entries.
CBP tested first phase of ACE manifest system upgrade in early 2026
CBP announced that it was modernizing the ACE ocean, rail, and air manifest systems in stages. The first release (INT-060) was a back-end technical migration that CBP said would not change the ACE user experience or EDI behavior. CBP scheduled deployment to the production environment for April 25, 2026, after testing in the certification environment.
Show Allied's positionHide Allied's position
This update concerned CBP's internal manifest system and the software developers who connect to it, not the entries we file for clients. CBP stated the change would not affect EDI behavior, so it should not have changed how we transmit manifest or entry data. Clients did not need to take any action on this notice, and later CSMS messages may contain further manifest modernization releases that we track separately.
CBP added ACE checks for Section 232 auto and truck parts drawback claims
CBP said two new ACE error validations for drawback claims under 1313(a) and 1313(b) were deployed to the ACE test environment on March 17, 2026. The validations support Proclamation 10984 on medium and heavy duty vehicles, vehicle parts and buses. They flag claims dated before November 1, 2025, claims missing both the eligible Section 232 HTS number and the Chapter 1 to 97 HTS number, or claims that exceed the money available on the entry summary line. CBP said these validations would move to the production ACE environment on April 21, 2026.
Show Allied's positionHide Allied's position
We file duty drawback claims for clients, including claims tied to Section 232 tariffs on auto and truck parts. This message describes validations CBP added to catch incomplete or overclaimed drawback claims under 1313(a) and 1313(b). The production deployment date in the message has already passed, so clients with pending or planned drawback claims on these goods should ask us to review their claim data for the required HTS numbers and amounts.

CBP pointed filers to a related message for guidance on using the new labels.
Show Allied's positionHide Allied's position
This was a technical update to how supporting documents for AGOA and Haiti trade preference programs are labeled and submitted in ACE. CBP Removed Burma Country Code From Export and Import Manifest Systems
CBP announced an update to ACE CATAIR Appendix B (import) and AESTIR Appendix C (export) that removed Burma (BU) as a valid country code. Myanmar (MM) remains a valid country code. The change affects manifest filers who reference country codes for shipments involving that country.
Show Allied's positionHide Allied's position
