Show Allied's positionHide Allied's position
This was a routine quota bulletin for importers of Argentine beef, and clients did not need to act on it. Later CSMS messages may have changed the quota status, so clients should ask us about their beef entries.
CBP issued forced labor detention order on Serbia Zijin copper products
CBP announced a Withhold Release Order against copper and copper products made in Serbia by Serbia Zijin Copper D.O.O. CBP said the order took effect immediately and directed ports to detain these shipments based on evidence of forced labor. CBP stated importers could destroy, export, or attempt to prove the goods were not made with forced labor. This was CBP's fourth such order in the fiscal year, bringing its total to 56 WROs and eight Findings.
Show Allied's positionHide Allied's position
This WRO applied to entries of copper and copper products sourced from Serbia Zijin Copper D.O.O. and remains a basis for CBP to detain such shipments unless it has been withdrawn, which this message does not address. Clients who import copper or copper products from this manufacturer should ask us to review their entries and supply chain documentation. We can help prepare evidence of origin and production conditions if CBP detains a shipment, but we cannot predict whether CBP will release it.
CBP held a webinar in June 2026 on setting up ACE Portal accounts
CBP's Office of Trade announced a free webinar for June 17, 2026 on how to set up and manage an ACE Portal account, covering new webforms and Trade Account Owner functionality. The webinar targeted trade users needing help with ACE Portal setup and addressed common questions. CBP said recordings of past webinars remain available for replay on its website.
Show Allied's positionHide Allied's position
This was a routine CBP outreach webinar about ACE Portal account setup and is not a policy or filing change. It does not affect the entries we file for clients. Clients do not need to act, though anyone who missed it can check CBP's website for a recorded replay.
CBP held ACE maintenance window in June 2026
CBP announced an extended invasive maintenance window for ACE production from 9:00 p.m. ET on Saturday, June 20, 2026, to 4:00 a.m. ET on Sunday, June 21, 2026. This maintenance affected ACE availability during that overnight period. The message did not describe any lasting changes to ACE functionality.
Show Allied's positionHide Allied's position
This was a routine, time-limited maintenance notice and it has already passed. It required no action from clients then or now. If clients experienced filing issues tied to that specific window, they can ask us to check the related entries.
CBP released consolidated forced labor enforcement guidance for importers
CBP announced a new Forced Labor Enforcement Operational Guidance document that consolidated its enforcement authorities under 19 U.S.C. 1307, UFLPA, and CAATSA into one reference. The guidance added enforcement process maps, step by step response guidance for detentions and exclusions, and appendices with sample supply chain documentation and notices. CBP encouraged importers to review the guidance and conduct supplier due diligence before importing goods.
Show Allied's positionHide Allied's position
This was a reference document, not a new legal requirement, so it did not change how we file entries. We encourage clients importing goods from high risk sectors or regions to review their supplier documentation and ask us to check whether any of their entries have faced or could face detention or exclusion. Later CSMS messages may have added enforcement actions, so clients with specific shipments should ask Allied to review their entries.
CBP updated technical guides for electronic export truck manifest EDI messages
CBP announced updates to the Electronic Export Manifest Automated Commercial Environment implementation guides for the Exports Truck UNEDIFACT CUSCAR, CUSREP, CUSRES, PAXLST, 309, 350, and 355 messages. The changes involved technical edits such as removed codes, updated data element usage, and corrected typos in the EDI specifications. CBP directed technical questions to client representatives and policy questions to its export manifest mailbox.
Show Allied's positionHide Allied's position
This message covered technical EDI formatting changes for truck export manifest transmissions and mainly concerns carriers and software providers that send these EDI messages to CBP. Allied files import entries and does not transmit export manifest EDI data, so this update does not change the entries we file for clients. Clients who transmit their own export manifest data should confirm with their EDI provider that these formatting updates were applied, and later CSMS messages may have changed these specifications further.

NOAA Restricted Philippine Blue Swimming Crab Imports Starting June 11, 2026
CBP reported that NOAA Fisheries denied comparability findings for two Philippine blue swimming crab fisheries and issued new comparability findings for Indonesia, Sri Lanka and Vietnam. As a result, seafood imports from the flagged Philippine blue swimming crab fisheries were restricted as of June 11, 2026. Affected HTS codes required a Certification of Admissibility (COA) at entry to confirm admissibility. NOAA Fisheries published resources listing the flagged HTS codes and countries of origin.
Show Allied's positionHide Allied's position
At the time, this meant entries of blue swimming crab from the flagged Philippine fisheries needed a Certification of Admissibility before we could clear them. The message does not state an end date for this restriction, so it may still apply to current shipments. Clients importing blue swimming crab or related seafood from the Philippines should ask us to review their entries and confirm current COA requirements before shipping.

NOAA Fisheries expanded HTS codes flagged for seafood trade monitoring, effective July 1, 2026
CBP announced that NOAA Fisheries added new HTS codes to its seafood trade monitoring programs (AMLR, SIM, and Tuna Tracking Program 370) and revised one AMLR code after an ITC change. CBP began flagging these new and revised codes on July 1, 2026. Entries filed under the added or updated codes are subject to the permitting, reporting, and recordkeeping rules of the applicable program.
Show Allied's positionHide Allied's position
This update took effect on July 1, 2026 and applies to entries we file under the newly flagged HTS codes for fish and fish products. We check the NOAA list for clients importing seafood so entries carry the correct permit, reporting, and recordkeeping documentation. If you import fish or fish products, ask us to confirm whether your HTS codes fall under AMLR, SIM, or Tuna Tracking Program 370.

The sessions were open to the public but required registration to attend. The message did not affect entry filing requirements.

The update implemented Section 232 tariff adjustments for aluminum, steel and copper imports. CBP directed filing questions to its Trade Remedy Branch and HSU questions to the HTS Administrators.
Show Allied's positionHide Allied's position
This was a technical data update that loaded Section 232 duty rate changes for aluminum, steel and copper into the ABI system as of June 2026. Later CSMS messages may have changed these Section 232 rates or classifications since then. Clients with entries covering these metals should ask us to review their current classification and duty rates.
FDA added an EU code option for prior notice filings in PG13
CBP announced on June 8, 2026 that FDA added a new Government Geographic Code Qualifier, EU (European Union), for the LPCO Issuer data element in PG13. FDA said the code applies to Stand-Alone Prior Notice submissions and Food Commodity Combined Entry submissions. FDA said the next version of its ACE Supplemental Guide would reflect the change.
Show Allied's positionHide Allied's position
This was a technical update to an FDA data field used in prior notice and food entry filings. CBP's National Commodity Specialist Division announced a series of educational webinars for 2026 on commodity classification and emerging technology topics. The message listed the July 2026 schedule, covering topics such as plastics, footwear, headgear and display devices. Registration was handled monthly, with July sessions requiring registration at the time of the announcement.

CBP updated Section 232 duty rates and codes for steel, aluminum and copper imports (June 2026)
CBP issued guidance implementing the June 1, 2026 Proclamation amending Section 232 duties on steel, aluminum and copper articles and their derivatives. The guidance added new HTSUS classifications to the duty program, reduced rates on many other classifications, and lowered the domestic-content threshold from 95 to 85 percent for certain claims. It set an effective date of June 8, 2026 for the changes and outlined further rate transitions effective January 1, 2028.
Show Allied's positionHide Allied's position
When this guidance took effect, we applied the updated Section 232 classifications and rates to entries covering the listed steel, aluminum and copper articles filed from June 8, 2026. Section 232 duties rest on separate legal authority from the IEEPA tariffs the Supreme Court struck down, so this program is not affected by that ruling, but later CSMS messages may have changed specific codes or rates since June 2026. Clients with steel, aluminum or copper imports should ask us to confirm the current classification and rate that applies to their entries.
CBP held ACE maintenance overnight on June 6-7, 2026
CBP announced invasive maintenance on the ACE production system from 10:00 p.m. ET on Saturday, June 6, 2026 to 4:00 a.m. ET on Sunday, June 7, 2026. This was a scheduled system outage window affecting ACE availability. It applied to all ACE users during that period.

CBP updated tariff system for Section 232 duties on Taiwan goods
CBP announced Harmonized System Update (HSU) 2611, created May 28, 2026. It added six harmonized tariff records and eighteen automated broker interface records covering Section 232 tariffs on certain aircraft components, automobile parts and wood products from Taiwan.
Show Allied's positionHide Allied's position
This update changed the tariff data system we use to classify and file entries for these Taiwan-origin goods. We cannot confirm from this message alone whether these Section 232 tariffs still apply today, since later CBP notices may have changed the rates or scope. Clients importing aircraft components, automobile parts or wood products from Taiwan should ask us to review their current entries.

CBP issued Harmonized System Update 2612 for agricultural license tariff records
CBP announced Harmonized System Update (HSU) 2612, created June 1, 2026, with 69 harmonized tariff records and 412 ABI records. The update related to USDA agricultural license type 14 tariff changes, referencing a separate CSMS message for details. CBP directed quota related questions to its Quota and Agriculture Branch and HTS questions to the HTS Administrator.
Show Allied's positionHide Allied's position
This was a routine tariff database update tied to USDA agricultural license type 14 and did not itself require importer action. We applied HTS database updates like this to entries filed after the update took effect. Clients with agricultural entries under license type 14 should ask us to review whether this update affected their specific entries.
CBP held ACE certification maintenance window on June 3, 2026
CBP announced an ACE certification standard invasive maintenance window on June 3, 2026, from 5:00 p.m. to 8:00 p.m. ET. This was a scheduled system maintenance event affecting the ACE certification environment.
Show Allied's positionHide Allied's position
This notice was about a past, routine maintenance window on CBP's ACE certification system and did not affect production filings. It required no action from Allied or its clients then or now.
CBP added new ACE error code requiring USDA license for sugar and dairy HTS entries
CBP announced an update to the ACE CATAIR Error Dictionary that created a new fatal error, F60D, for agriculture related HTS numbers. The error required a USDA agricultural license type 14 number in the 52 record for entries using listed re export sugar program and dairy rate quota HTS numbers, regardless of entry type. CBP said any entry using these HTS numbers without the license number would be rejected. The change was scheduled to deploy to the CERT and PROD environments on May 30, 2026.
Show Allied's positionHide Allied's position
This validation still applies to entries we file that use the listed sugar or dairy HTS numbers. We enter the USDA agricultural license type 14 number in the 52 record on those entries to avoid rejection. Clients importing goods classified under these HTS numbers should confirm they hold a valid license and send us the license number before we file the entry.
CBP held ACE maintenance window on May 30 to May 31, 2026
CBP announced ACE production standard invasive maintenance from 10:00 p.m. ET on Saturday, May 30, 2026 to 4:00 a.m. ET on Sunday, May 31, 2026. This affected system availability for ACE users during that window. The message did not name specific ACE modules or functions affected.

AD/CVD Case Information Query update moved to CERT on June 4, 2026
CBP announced that updates to the AD/CVD Case Information Query would deploy to the CERT test environment on June 4, 2026. The update lets the query return an unlimited number of records for Manufacturer Details and Foreign Exporter Details. CBP scheduled deployment to the production environment for July 9, 2026. The ACE CATAIR AD/CVD Case Information Query V11 was posted as a draft chapter on CBP.gov.
Show Allied's positionHide Allied's position
This was a technical ACE programming change for filers and software developers. It did not change AD/CVD rates or entry requirements, and importers did not need to act. Later CSMS messages may have changed the schedule, so clients with AD/CVD questions should ask Allied about their entries.

CBP announces June 2026 commodity classification webinars
CBP's National Commodity Specialist Division announced a series of commodity-specific webinars running from May through September 2026, themed on innovation and emerging technology. The message listed the June 2026 schedule, covering topics such as machining centers, watercraft, chemicals, valves, artificial intelligence, printers, conveyors, and textiles. Registration for June sessions was open at the time, with a full 2026 schedule attached and links posted on CBP's website.

CBP announced that registration was open for free quarterly webinars in June 2026 on reporting trade violations and filing Enforce and Protect Act allegations. CBP renamed ACE error code 613 from HTS relationship/sequence mismatch to HTS relationship mismatch
CBP announced an update to the ACE CATAIR Error Dictionary (V47) that changed the name of error code 613 from HTS RELATIONSHIP/SEQUENCE MISMATCH to HTS RELATIONSHIP MISMATCH. CBP removed the sequence reference because incorrect HTS number sequencing now triggers a separate existing error, 852 HTS OUT OF SEQUENCE. The update deployed to the CERT and PROD environments on May 28, 2026.
Show Allied's positionHide Allied's position
This is a technical labeling change to how ABI systems report certain HTS errors, and it concerns filers like Allied rather than importers directly. We account for the updated error names and the separate 852 sequence error in the entries we file. Clients do not need to take any action on this change.
- PGA UpdateCSMS #68770001
CBP Updated Its PGA Error Code Dictionary in May 2026
CBP announced an updated PGA Error Code Dictionary on May 28, 2026. The update added new error codes (PHI, PHJ, PHK), revised descriptions for PHF and PHG, and added DEA and FDA program code errors for existing codes. CBP published the full list in a Table of Changes on its website.
Show Allied's positionHide Allied's position
This update concerns the technical error codes brokers and filers see when transmitting partner government agency data through ABI. It does not change any duty, classification or entry filing requirement for importers. Clients do not need to act. We refer to the current dictionary when resolving PGA transmission errors on entries we file, and note that CBP issues these updates quarterly so a newer version may now exist.
CBP Explained Section 232 Tariff Changes for Taiwan Auto, Aircraft and Wood Parts
CBP announced guidance implementing tariff-related elements of a U.S.-Taiwan trade and security agreement that modified Section 232 tariffs on certain aircraft components, automobile parts and wood products of Taiwan. The changes applied to goods entered for consumption on or after May 1, 2026, with specific Chapter 99 HTSUS codes and rates for automobile parts, self-certifying automobile parts and wood products. CBP said importers could file a Post Summary Correction to request a refund where the notice required one, and confirmed drawback remained available for eligible claims.
Show Allied's positionHide Allied's position
At the time, this guidance told us which Chapter 99 codes and duty rates to use for Taiwan-origin aircraft, auto and wood product entries filed on or after May 1, 2026, including when a Post Summary Correction could recover duties already paid. Later CSMS messages, including the IEEPA ruling and refund process described elsewhere on this page, may have changed how these entries are handled. Clients with Taiwan-origin entries from this period should ask us to review their specific entries rather than rely on this notice alone.
ACE Had a Brief Scheduled Outage in May 2026
CBP announced that the ACE EDI System would be down for a 30 minute window on May 26, 2026 to address performance issues. The outage affected all modes of manifest processing, including truck, in-bond, and entry summary filings. The notice was limited to that specific maintenance window.
Show Allied's positionHide Allied's position
This was a short, one time maintenance window for ACE that has already passed. It does not affect any entries we file today. Clients do not need to take any action regarding this notice.

CBP announced daily courtesy notices for liquidations, extensions and suspensions
CBP announced that courtesy notices for liquidations, extensions and suspensions changed from a weekly to a daily schedule, sent Sundays through Thursdays. CBP stated the notice format did not change. The message was a reminder of this schedule update.
Show Allied's positionHide Allied's position
At the time, this changed only how often CBP sent these notices to filers, not their content. Later CSMS messages may have changed this schedule further, so clients with questions about a specific entry's liquidation notice should ask us to check the current status.
CBP held ACE test environment maintenance window on May 20, 2026
CBP announced a standard invasive maintenance window for the ACE certification (CERT) environment on May 20, 2026, from 5:00 p.m. to 8:00 p.m. ET. This affected the test system used for ACE certification, not the production filing system. The notice did not describe any impact beyond that window.
Show Allied's positionHide Allied's position
This notice concerned a scheduled maintenance window in CBP's test environment, not the live production system Allied uses to file entries. It did not affect entries we filed for clients. Clients did not need to take any action.
CBP Updated ACE AD/CVD Case Query to Return Unlimited Manufacturer and Exporter Records
CBP announced an updated ACE CATAIR AD/CVD Case Information Query (V11) that let the Manufacturer Details and Foreign Exporter Details outputs return an unlimited number of records instead of a limited set. CBP said the update would deploy to the CERT environment on May 28, 2026 and to PRODUCTION on July 9, 2026. The message directed technical questions to CBP client representatives and other questions to the Entry Summary Accounts and Revenue Division.
Show Allied's positionHide Allied's position
This was a technical change to the ACE system query brokers use to look up AD/CVD case data, not a change to duty rates or entry requirements. Both deployment dates have already passed, so the update has been in production since July 9, 2026. Clients do not need to act on this notice; if a client has questions about AD/CVD case data on a specific entry, we can review it for them.
CBP added new ABI error code for HTS not allowed for importer of record
CBP announced an update to the ACE CATAIR Error Dictionary adding error code F865, which flags a tariff number as not eligible for the submitted importer of record. CBP scheduled the update for the CERT test environment on May 19, 2026, and for production on June 2, 2026. The message directed technical questions to CBP client representatives and the Entry Summary Accounts and Revenue Division.
Show Allied's positionHide Allied's position
This is a technical filing system update that concerns brokers and how CBP's ABI system validates entry data. The error code is now live in production, so we may see it returned if a filed tariff number is not eligible for the importer of record on an entry. Clients do not need to act, but if we receive this error on a filing we may ask for corrected classification or importer information.
The summaries and positions are general information, not legal advice. Always check the official CBP message, which each page links to.
