CBP to validate export ITN numbers in ACE starting October 8, 2026
CBP deployed an enhancement to ACE that validates the Internal Transaction Number (ITN) for Electronic Export Information submitted through the Document Imaging System (DIS), by EDI or email. The enhancement is live in the Certification Environment now and moves to Production on October 8, 2026. Submissions with an invalid or mismatched ITN will be rejected with an error message. CBP also updated the ACE DIS Implementation Guide to reflect these changes.
Show Allied's positionHide Allied's position
This notice concerns export filings and the DIS system rather than the import entries we file. We will make sure any ITN data we submit through DIS matches the corresponding AES export transaction exactly once this goes live on October 8, 2026. Clients who submit export documentation through DIS should confirm their ITN entries are accurate and properly formatted before that date. Clients who only import do not need to act.

CBP updates ocean export manifest guide for vessel name field
CBP updated the ACE Ocean CAMIR Export Manifest Implementation Guide. The update clarifies that if a vessel has no name, filers must enter a vessel ID of VESSEL in the Vessel Name data element. CBP directs technical questions to Client Representatives and policy questions to its export manifest email address.
Show Allied's positionHide Allied's position
This update concerns export manifest filing for ocean carriers and applies to filers who transmit vessel data in ACE. It does not change the entries Allied files for importers. Clients do not need to act.
CBP held ACE maintenance window on September 12-13, 2026
CBP announced an ACE Production Standard Invasive Maintenance window from 10:00 p.m. ET on Saturday, September 12, 2026, to 4:00 a.m. ET on Sunday, September 13, 2026. The message did not describe which ACE functions were affected. This notice applied to filers and other ACE users during that maintenance period.
Show Allied's positionHide Allied's position
This was a routine, one-time maintenance window that has already passed. It does not affect entries filed today, and clients do not need to take any action regarding this notice.
CBP's 2026 ACE user satisfaction survey closed September 11
CBP asked ACE trade community users to complete a voluntary, anonymous satisfaction survey about ACE. The survey covered users' experience with ACE's capabilities. CBP stated the survey would remain open through 11:59 p.m. ET on September 11, 2026.
Show Allied's positionHide Allied's position
This survey concerned ACE users generally and did not require any action on entries we file. The survey window has already closed, so no action is possible now. Clients do not need to do anything about this notice.
CBP adds and removes error codes for Entry Type 13 cargo release in ACE
CBP posted updated Cargo Release Condition Codes documentation covering Entry Type 13. The update adds error code 334 and removes error code 325. CBP deployed the change to the ACE production environment on September 22, 2026.
Show Allied's positionHide Allied's position
This is a technical update to the error codes ACE uses when validating Entry Type 13 (mail entry) cargo release transmissions. We apply the updated codes to the entry type 13 filings we transmit through ABI. Clients do not need to take any action.
CBP posts updated ACE development and deployment schedule
CBP announced on September 4, 2026 that an updated ACE Development and Deployment Schedule is posted on CBP.gov. CBP describes the schedule as notional and subject to change. The notice directs readers to CBP.gov/ACE for the latest deployment information.
Show Allied's positionHide Allied's position
This notice concerns CBP's internal ACE system planning and does not require action from our clients. We monitor CBP.gov/ACE for changes that could affect entry filing and will advise clients if any deployment impacts the entries we file.
CBP Reschedules Support Call for New Mail Entry Type 13 Test
CBP rescheduled the Pre-Deployment Support Call for the ACE Entry Type 13 test covering international mail processing to September 15, 2026 at 1:00 p.m. ET. The Post-Deployment Support Call stays on October 7, 2026 at 1:00 p.m. ET. Both calls cover upcoming ACE enhancements for the Entry Type 13 test (INT-057, CBP-290) for mail shipments.
Show Allied's positionHide Allied's position
We are monitoring this ACE test because it may eventually change how we file entry type 13 for mail shipments. No filing procedures change because of this notice, and clients do not need to take any action now. We will tell clients if CBP finalizes rules that affect their mail entries.
CBP details new Section 232 duties on drones and drone parts starting September 3, 2026
CBP issued guidance implementing Proclamation 11055, which imposes additional duties of 10 to 100 percent on unmanned aircraft systems (UAS) and UAS components under new Chapter 99 HTSUS provisions 9903.08.20 through 9903.08.26. The duties took effect September 3, 2026, for most goods, with a 25 percent rate on certain other UAS components starting February 9, 2027. Importers must report the applicable Chapter 99 classification on entries covering HTSUS Chapters 85 and 88 goods from all countries, with different rates depending on origin, use, and weight, and one classification (9903.08.23, UK-origin goods) must not be reported until CBP issues further guidance.
Show Allied's positionHide Allied's position
We apply these new Section 232 duty classifications to UAS and UAS component entries we file from September 3, 2026, using the rate that matches the product's use, weight, and country of origin. Clients who import drones, drone parts, or related components should tell us the specific product details and country of origin so we can confirm the correct Chapter 99 classification and rate. We will not report duties under 9903.08.23 for UK-origin goods until CBP issues further instructions. Clients should ask us to review any entries of these goods filed on or after September 3, 2026.

CBP's 2026 ACE User Satisfaction Survey has closed
CBP asked ACE trade community users to complete a voluntary, anonymous satisfaction survey about the ACE system. The survey window ran through September 11, 2026. CBP said a higher response rate would give it a more accurate picture of user experience.
Show Allied's positionHide Allied's position
This survey concerned voluntary feedback on the ACE system, not entry filing requirements. It closed on September 11, 2026, so there is no remaining action. Clients do not need to do anything about this notice.

CBP Issues Harmonized System Update 2621 With New FSIS Flags
CBP announced Harmonized System Update (HSU) 2621, created August 22, 2026, containing 13 harmonized tariff records and 54 ABI records. The update includes Section 338 tariff changes described separately in CSMS 69606660. It also adds an FS3 flag to three HTS codes and changes an FS4 flag to FS3 on five HTS codes tied to Food Safety and Inspection Service (FSIS) review requirements.
Show Allied's positionHide Allied's position
This update changes the Partner Government Agency flags CBP applies to specific HTS codes covering certain egg and dairy products. We apply these updated flags when we file entries that include the affected HTS codes. Clients who import goods under these HTS numbers should ask us to confirm that their entries meet the current FSIS flagging requirements.
AES country code list updated for Nauru's new name, Republic of Naoero
CBP announced that the Government of Nauru passed a constitutional amendment renaming the Republic of Nauru to the Republic of Naoero. The Automated Export System Trade Interface Requirements (AESTIR) will update Appendix C, the ISO country code list, to reflect the change. The updated documentation is on the ACE AESTIR Appendix C page of the CBP AES webpage.
Show Allied's positionHide Allied's position
This update concerns export filings in the Automated Export System and does not change the import entries we file. The message only announces a name change in the code list. Exporters who file AES data should check that their software reflects the updated Appendix C. Importers do not need to act.
ACE now rejects copper entries missing smelt and cast country data
CBP said that starting September 14, 2026, ACE rejects entry summaries for certain copper HTS classifications (8544.42.10, 8544.42.20, 8544.42.90, 8544.49.10) that do not report the primary country of smelt and country of cast. ACE returns a fatal F794 error when the required copper data record is missing. Importers may report "OTH" if the smelt or cast country is unknown. This affects imports of the listed copper articles from all countries except the U.S.
Show Allied's positionHide Allied's position
We now include the primary country of smelt and country of cast on entry summary lines for the listed copper HTS numbers, using "OTH" when the client cannot confirm this information. Clients who import these copper articles should send us smelt and cast country details for each shipment so we can avoid a fatal ACE rejection. If a client is unsure whether their goods fall under these HTS numbers, we can review the entries to confirm.
CBP fixes ACH payment authorization error, asks users to resubmit
CBP reported that error ASF A44 was affecting ACH Payment Authorizations. CBP has resolved the issue and is asking affected users to resubmit their payment authorizations. The message does not name a cause or a deadline.
Show Allied's positionHide Allied's position
This issue relates to ACE payment processing rather than entry filing itself. If any of our ACH payment authorizations were affected by this error, we will resubmit them as CBP instructs. Clients do not need to take any action on this notice.

CBP opens Tranche 1 beef tariff-rate quota bulletin 26-230
CBP published Quota Bulletin 26-230 covering beef under HTSUS Chapter 2, Additional U.S. Note 3, tied to the August 26 presidential proclamation on beef affordability. Tranche 1 covers September 1 through September 30, 2026, and opened at 8:30 am ET on September 1. Entries filed before that time on the opening date receive an 8:30 am entry time, and CBP prorates accepted entries if a HTSUS group exceeds its limit at that time.
Show Allied's positionHide Allied's position
This is a routine quota bulletin for beef entries under this specific tariff-rate quota. If a client imports beef covered by this quota, we apply the opening date and proration rules CBP set for Tranche 1 when we file the entry. Clients who do not import this beef category do not need to act.
CBP finalizes rule requiring electronic export manifests for rail cargo
CBP published a final rule on August 26, 2026 requiring Electronic Export Manifest (EEM) filing in ACE for rail cargo departing the U.S. to Mexico or Canada. The rule sets electronic transmission requirements, eligible filers, and submission timeframes before departure. It takes effect October 26, 2026, but CBP will not begin enforcing it until October 26, 2027.
Show Allied's positionHide Allied's position
This rule concerns rail carriers and parties who file export manifests, not import entries that we file for clients. We do not file export manifests, so this does not change the entries we handle. Clients who also move cargo outbound by rail to Mexico or Canada should confirm with their carrier or export filer that they will be ready for ACE EEM filing before the October 2027 enforcement date.

CBP Held September Webinars on Reporting Trade Violations and EAPA Allegations
CBP announced two free webinars in September 2026 to explain how to report suspected trade violations using the Trade Violations Reporting (TVR) tool and how to file Enforce and Protect Act (EAPA) allegations. One session covered TVR on September 22, 2026, and the other covered EAPA on September 24, 2026. Advance registration was required through CBP's registration link.
Show Allied's positionHide Allied's position
These sessions were informational webinars for the public on reporting trade violations and filing EAPA allegations, not a change to entry filing requirements. Both webinar dates have already passed, so there is no ongoing action tied to this notice. Clients do not need to do anything in response to this message.
CBP held ACE maintenance overnight on August 29-30, 2026
CBP announced ACE production standard invasive maintenance from 10:00 p.m. ET Saturday, August 29, 2026 to 4:00 a.m. ET Sunday, August 30, 2026. This affected system access for filers using ACE during that window.
Show Allied's positionHide Allied's position
This was a routine overnight maintenance window that has already passed. It did not require any action from clients, and any related delays would have been temporary and limited to that period.
CBP's ACE User Satisfaction Survey Closed September 11, 2026
CBP asked all Automated Commercial Environment (ACE) trade community users to complete a voluntary, anonymous satisfaction survey about ACE. CBP extended the survey deadline to 11:59 p.m. ET on September 11, 2026. The survey aimed to gauge user satisfaction with ACE's capabilities and experience.
Show Allied's positionHide Allied's position
This survey does not affect the entries we file for clients. It was a voluntary CBP feedback request that has now closed. Clients do not need to take any action.
CBP sets order for reporting multiple HTS lines with Chapter 98 or 99 codes
CBP updated guidance on the order for reporting multiple HTSUS classifications on a single entry summary line when a Chapter 98 or 99 classification applies. The sequence is Chapter 98 first, then Chapter 99 codes for trade remedies in the order Section 301, Section 338, Section 232, Section 201 duties, Section 201 quota, then Chapter 99 for replacement duty or other use, then other quota, and finally the Chapter 1-97 classification. Entered value should be reported on the Chapter 1-97 line unless Chapter 98 rules require otherwise. This applies to entry summaries filed in ACE, which is the system of record for entry summaries.
Show Allied's positionHide Allied's position
We apply this reporting sequence to the entry summaries we file in ACE when a Chapter 98 or 99 classification is required. Clients do not need to change the data they send us, but we will make sure our line reporting follows this order to avoid rejections. If a client has questions about how a specific shipment is classified across Chapter 98, 99 and 1-97, they should ask us to review the entry.
CBP Ends 'Flying Trucks' Air Manifest Process for Truck Cargo by Nov 24, 2026
CBP announced it is terminating the 'Flying Trucks' process, which let some express carriers file air manifests for cargo that actually crossed the border by truck. CBP says this practice violates 19 CFR 123.92, which requires manifest data to match the actual mode of transport. The change is effective immediately, but CBP gives carriers a 90-day transition period ending November 24, 2026, to switch to proper truck manifest filing. Carriers still using this process after that date risk delays, penalties, or other enforcement.
Show Allied's positionHide Allied's position
This notice concerns carrier manifest filing, not the customs entries Allied files. We do not file truck or air manifests, so this change does not directly affect our entry process. If a client's goods move by truck under this process, we recommend confirming with the carrier that truck manifest filing is in place before November 24, 2026 to avoid arrival delays.
CBP held ACE test system maintenance on August 26, 2026
CBP announced an invasive maintenance window for the ACE certification (test) environment on August 26, 2026, from 5:00 p.m. to 8:00 p.m. ET. This was a scheduled maintenance notice, not a change to the production ACE system.
Show Allied's positionHide Allied's position
This maintenance affected only the ACE certification test environment, not live filings. It has no bearing on entries we file for clients today. Clients do not need to take any action regarding this notice.
CBP made AES export license tolerance error a fatal rejection code
CBP announced that effective September 25, 2026, AESTIR Commodity Filing Response Code 802 changed from Verify to Fatal. Export filings (EEI) that exceed the BIS license shipping tolerance are now rejected until the filer corrects the license data. The change was made at the request of the Bureau of Industry and Security.
Show Allied's positionHide Allied's position
This notice concerns Automated Export System (AES) filings tied to Bureau of Industry and Security export licenses, not the import entries we file for clients. If a client also files export declarations under a BIS license, they should check their license data for keying errors to avoid rejected filings. Import clients do not need to take any action on this notice.
CBP barred PSC changes to IEEPA HTS on FTZ entry type 06
CBP announced an update to the ACE CATAIR Error Dictionary adding a new validation, error F883, that blocks a Post Summary Correction from modifying the IEEPA HTS on a Foreign Trade Zone entry type 06. CBP deployed the change to its certification and production systems on August 21, 2026. The update affects filers submitting PSCs on FTZ entries with an IEEPA HTS line.
Show Allied's positionHide Allied's position
This update applies to Foreign Trade Zone entry type 06 filings, and Allied does not operate or manage foreign trade zones. We do not expect this validation to affect the entries we file for clients. Because IEEPA duties themselves ended on February 20, 2026, clients with questions about how this rule applies to their entries should ask Allied to review the specific filing.
CBP asked ACE users to complete a 2026 satisfaction survey (survey closed)
CBP announced a voluntary, anonymous 2026 ACE User Satisfaction Survey open to all Automated Commercial Environment users. The survey asked users to rate their satisfaction with ACE capabilities and experience. It closed at 11:59 p.m. ET on August 28, 2026.
Show Allied's positionHide Allied's position
This was a voluntary CBP survey about the ACE system and did not affect entries we file. The survey window closed on August 28, 2026, so no action is available now. Clients did not need to do anything at the time and do not need to do anything now.
CBP explains Section 338 duties on Canadian alcohol, dairy and vehicle goods
CBP announced guidance implementing the July 20, 2026 proclamations that impose additional duties on certain Canadian goods, after a temporary suspension of those duties ended on August 22, 2026. For entries for consumption or withdrawn from warehouse on or after 12:01 a.m. that day, CBP applied a 50 percent additional duty under HTSUS headings 9903.03.12 through 9903.03.14, 0 percent under 9903.03.15, and separate treatment for civil aircraft goods under 9903.03.16. The message also covered Chapter 98 exceptions, foreign trade zone status, drawback eligibility, and the required order for reporting HTSUS numbers on entry summaries.
Show Allied's positionHide Allied's position
At the time, this guidance told us how to classify and report duties on affected Canadian goods entered on or after August 22, 2026, including the entry summary line order for Chapter 98 and 99 numbers. Because this message is over a month old, later CSMS messages may have changed these rates or the goods covered. Clients importing Canadian alcoholic beverages, dairy, motor vehicles, or related parts should ask us to review how their current entries are classified and whether these duties still apply.
CBP completed backend rail manifest system upgrade in ACE
CBP announced a second release (INT-061) of its ACE manifest modernization project, covering a technical backend migration for rail mode manifests. The message stated this release would not directly change the ACE user experience or EDI behavior. CBP scheduled deployment to the production environment for September 22, 2026, after testing in the certification environment.
Show Allied's positionHide Allied's position
This update concerns CBP's internal rail manifest systems and trade software developers, not the entries we file for clients. CBP said the change would not alter EDI behavior or the user experience, so it should not affect how we transmit or process entries. Clients do not need to take any action regarding this release.
CBP held ACE maintenance window in August 2026, now past
CBP announced ACE production standard invasive maintenance from 10:00 p.m. ET on August 22, 2026 to 4:00 a.m. ET on August 23, 2026. This affected ACE availability for filers during that window. The maintenance date has passed.
Show Allied's positionHide Allied's position
This was a routine ACE maintenance window that occurred over a single overnight period in August 2026. It required no action from clients then and requires none now. Clients with questions about entries filed around that time should ask us to review them.

CBP Issued Harmonized System Update 2620 With Quartz Surface Products Quota Changes
CBP announced Harmonized System Update (HSU) 2620, created August 14, 2026, containing 16 harmonized tariff records and 53 Automated Broker Interface records. The update implemented Quartz Surface Products Quota HTS changes published in the Federal Register on August 5, 2026. CBP directed quota questions to its Quota and Agriculture Branch and HSU questions to the HTS Administrator.
