NMFS barred certain seafood imports without MMPA certification starting January 2026

CBP relayed a NMFS notice announcing that, beginning January 1, 2026, fish and fish products from nations whose fisheries were denied comparability findings under the Marine Mammal Protection Act became inadmissible unless accompanied by a signed Certification of Admissibility. The rule applied to shipments using designated HTS codes from those nations. NMFS also held two webinars in December 2025 explaining the certification requirements.

    Show Allied's position

This rule affected entries of specific fish and fish products tied to designated HTS codes from nations denied MMPA comparability findings. Later CSMS messages may have updated the list of affected fisheries or certification details, so clients importing seafood under these codes should ask us to review their entries. Clients who do not import designated fish products do not need to act on this message.

CBP corrected an HTS number for Korea reciprocal tariff reporting

CBP issued a correction to CSMS 66987366 about reciprocal tariffs on South Korean products. For products with a Column 1 duty rate below 15 percent, filers must use HTS heading 9903.02.80, not 9903.02.79, to report the combined 15 percent rate. The correction applied to entries for consumption or withdrawn from warehouse on or after November 14, 2025.

    Show Allied's position

At the time, this correction told us which HTS heading to use when filing entry summaries for South Korean goods under the reciprocal tariff program. Later CSMS messages, including changes tied to the Supreme Court ruling on IEEPA tariffs, may have changed how this program applies. Clients with South Korean entries from this period should ask us to review the specific entries.

CBP reminded filers about FTZ e214 admission data checks starting Dec 11, 2025

CBP reminded filers that validations for FIRMS Code, Zone ID, and Port of Entry data in Foreign Trade Zone Admission (e214) transactions would move from the Certification environment into Production on December 11, 2025. CBP said these were existing requirements listed in the ACE FTZ CATAIR. FTZ operators could check their Zone ID, FIRMS Code, and Port Code details through the ACE Secure Accounts Portal.

    Show Allied's position

Allied does not operate or manage foreign trade zones, so this reminder did not change how we file entries for clients. The enforcement date has passed, and clients who operate an FTZ site should have confirmed their Zone ID, FIRMS Code, and Port Code data through their ACE Portal account. Clients with questions about how this affected their own admissions should ask Allied to review the entries involved.

CBP issued Harmonized System Update 2542 with Korea deal and Section 301 changes

CBP announced Harmonized System Update (HSU) 2542, created December 4, 2025, containing thirteen Harmonized Tariff records and forty ABI records. It implemented tariff elements of the US-Korea Strategic Trade and Investment Deal, extended certain Section 301 product exclusions for China-related technology transfer practices, and changed the FDA tariff flag on HTS 2941.10.2000 (Penicillin G salts) from FD2 to FD1. CBP referred questions on the Korea deal to a related CSMS message and gave separate contacts for FDA flag and general HTS questions.

    Show Allied's position

At the time, this update changed HTS records and flags that affect how we classify and file entries for goods covered by the Korea deal, the extended Section 301 exclusions, and the FDA-flagged HTS line. Later CSMS messages or further tariff actions may have changed these classifications or exclusions since December 2025. Clients with entries involving these HTS numbers should ask us to review their current classification and any applicable exclusion status.

CBP issued Harmonized System Update 2541 for Brazil and China IEEPA tariff changes

CBP announced Harmonized System Update (HSU) 2541, created November 21, 2025, containing three Harmonized Tariff records and seven ABI records. The update implemented changes from a Brazil IEEPA Reciprocal Executive Order and a China IEEPA Reciprocal Executive Order addressing the synthetic opioid supply chain. CBP directed questions to its trade remedy and HTS Administrator mailboxes.

    Show Allied's position

At the time, this update changed the tariff and ABI data filers used for entries involving Brazil and China IEEPA duties. The Supreme Court later ruled in Learning Resources, Inc. v. Trump that IEEPA does not authorize tariffs, and Executive Order 14389 ended IEEPA duties on February 20, 2026, so these specific rate changes no longer apply. Clients with entries from this period who paid these duties should ask us to review whether a CAPE Declaration refund applies to their entries.

CBP detailed new Korea tariff rates for autos, wood, aircraft parts under trade deal (Dec 2025)

CBP announced guidance implementing tariff-related elements of the US-Korea Strategic Trade and Investment Deal, based on a December 3, 2025 Federal Register notice. It modified Section 232 duty rates on Korean automobiles, automobile parts, wood products and civil aircraft parts, and adjusted reciprocal tariff rates on Korean goods, with effective dates in November 2025. It also told filers how to correct entries already filed under the old rates, either by post summary correction before liquidation or by protest within 180 days after liquidation.

    Show Allied's position

This message set specific Chapter 99 duty rates and reporting sequences for Korean-origin autos, auto parts, wood products, aircraft parts and general reciprocal tariff goods filed in late 2025. The reciprocal tariff portions relied on IEEPA authority, which the Supreme Court struck down and CBP ended on February 20, 2026, so those specific reciprocal rates no longer apply as described here. Section 232 duties on autos and wood are a separate authority and may still be in effect, but later CSMS messages may have changed the rates further. Clients with Korea entries from this period should ask us to review how these changes affect their filings.
